Graduated in 1986 from the Police Academy class #55 at the University of Houston and began his police career with the City of Galena Park. Soon after participating in a S.W.A.T. school in October of 1990 sponsored by the Humble Police Department; he was offered a job and was hired by the Humble Police Department in February of 1991. He has been an active member of the S.W.A.T. team since.

In 1994, he was assigned to the Detective’s Division as the full-time crime scene investigator and was instrumental in planning; developing and opening the doors of the very first Humble Police Department’s Crime Lab. By 1995, over 400 pieces of evidence of 196 assigned cases were processed in the then new lab.

In 2006, the Forensic Lab opened its doors to its new location on 305 Bender Avenue. Now as the department’s Detective assigned to the Forensic Lab, he is responsible for all lab operations and of all major crime scenes (blood spatter and bullet trajectory re-construction); he is trained on DNA evidence, a Facial Forensic Artist, Forensic Photographer, a Latent Print Examiner and an A.F.I.S. operator. His extensive forensic training includes a total of 13 weeks at the FBI Academy in Quantico, Virginia and is a graduate of the FBI’s National Academy’s 233rd session.

Domingo has been licensed by the state as a police instructor since 1995 and is also a state’s licensed court interpreter. He has a Master Peace Officer Certification, and is a Certified Senior Crime Scene Analyst by the International Association for Identification (I.A.I.). He is currently serving as the Chairman of the I.A.I’s Crime Scene Certification Board and is the I.A.I’s Regional representative for the Texas Division of the I.A.I., the T.D.I.A.I’s treasurer and the Crime Scene Certification Committee’s Chairman.

Domingo has given lectures and taught classes in Crime Scene Investigations for more than 15 years and has taught at forensic universities, police academies and professional organizations and in the states of Arizona, California, Florida, Ohio, Hawaii, Kentucky, Louisiana, Massachusetts, Nevada, Tennessee, Texas and in the countries of Mexico, Venezuela, and Colombia. He recently (October 2009) developed and delivered training modules in Crime Scene Investigations and Report Writing and Courtroom Testimony for the Southeast Texas Applied Forensic Science Facility at SHSU.

He received the Officer of the Year award in 1994 and again in 2002, in 2007 The Law Enforcement Commendation Medal and again in 2007 Detective of the year.

Domingo has worked with numerous agencies during his career as an investigator and consultant which include the FBI, U.S. Secret Service, D.E.A., U.S. Department of Justice, U.S. Department of State, U.S. Special Forces, U.S. Department of Homeland Security, U.S. Postal Service, Houston Police, Harris County Sheriff’s, Harris County Constable’s Precincts 2 and 4, Harris County Fire Marshal’s and the District Attorney’s offices of Liberty County, Leon County, and Harris County.

He has testified in all levels of the court system as an expert witness and court interpreter.
