Kenneth L. Theis was born in Houston, TX. And he has been a lifelong resident of Humble, Texas. Kenneth graduated from Humble High School in 1982. After graduation He began working as a security officer for Sanjac Security Inc. later becoming Vice President of sales/operations. During that time he attended the University of Houston-Downtown Criminal Justice Center Police Academy, graduating in October 1983.

Kenneth applied for, and was accepted into the Humble Police Departments “Reserve Officer Program” beginning in December 1983 and remained in that position until accepting full time employment in March 1987. Kenneth was first assigned as a patrol officer on the evening shift, concentrating in traffic accident investigations. During this time he attended the Houston Police Academy for advanced training in the field of traffic accident investigation and reconstruction, which included commercial (heavy vehicle) reconstruction. After completing this training and with his extensive field experience he became a qualified expert in the field of traffic accident investigation and reconstruction. And he has testified many times as an expert in Harris, Ft. Bend and Liberty Counties in both civil and criminal cases.

Kenneth was promoted to patrol Sergeant in May 1998 and was assigned to the third watch /night shift and later second watch /evening shift patrol during his tenure as a patrol sergeant. Sergeant Theis was later transferred to his current position as the Sergeant of the Humble Police Department Traffic Enforcement Unit in June 2005. In addition to this he was appointed in September 2007 by the Chief of Police as the Program Administrator for the City of Humble automated red light camera photo enforcement program since September 2007. A combined position of responsibility which he holds to this day.
